The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are issued from different nations. Considerable effort is expended on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from enemy soil, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Persistent Threats

Not long after, a heavy machine gun opened up on a unmanned aircraft close by, part of a rapid response unit – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are demonstrably unable to substitute in the near term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, continue.

Strategic Calculations

It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is impossible to compel Moscow to abandon the land that it presently holds in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but preventing a entire defensive failure until situations evolve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
